In the USA, VFS Global is the only service provider for OCI and Indian passport applications, at its consular application centres across the country (VFS Global: Indian consular application centres in the USA, Embassy of India, Washington: OCI card).
The online form takes a square JPEG photo and a signature, each with its own pixel and file-size limits shown on the form (ociservices.gov.in: OCI FAQ). Printed copies are 2×2 inches, the same shape as a US passport photo.

Tip: A US passport photo is the right shape, but the OCI form wants a white background and its own file size, so save a separate OCI file.
