Many Tesco stores do, through a self-service booth run by Max Spielmann. Max Spielmann says its passport booths are in over 800 Tesco stores, at £10 for 4 printed photos with a digital code for the online application (Max Spielmann: Passport photo booths). Tesco says to look for a Photo Booth under Facilities and Services on your store's page: the Tesco store page, Lewes Superstore links its Photo Booth to Max Spielmann, and the Tesco store page, Cirencester Superstore lists a Passport photo booth. Some larger stores also list a Max photo shop, where staff take and check the photo, from £12.99 (Max Spielmann: In-store passport photos).

For a UK passport online you can take the photo yourself: GOV.UK accepts a digital photo you or someone else takes, as long as it meets the rules (GOV.UK: Get a passport photo).
